Indian urban expansion is taking many shapes today, from peri-urban growth to intra-urban renewal, from industrial townships to heritage conservation; priorities have to be set.

  Integrated urban reforms: regulatory, planning and governance

A new governance route has been taken in India through the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Twenty three measures have been launched, involving difficult issues such as legislative reforms, a new planning approach and infrastructure for the urban poor. After two years, on the basis of the first steps taken by states and municipalities in regard to reforms:

  • What kind of complementary measures can be proposed? 
  • What type of co-operation can be launched with European cities and stakeholders to bolster the JNNURM implementation and help attain its objectives? 
  • Which are the tools, networks and regulatory procedures that are able to facilitate, inside Urban Local Bodies, the implementation of programmes towards the urban poor? 
  • What fair assessment can be made of the JNNURM as of today?

  Managing and funding urban infrastructure projects

The purpose of this session is to explore new financing modes for urban infrastructure as well as the conditions that must be met for new financing instruments to begin to play their role.
  • Has public funding of urban infrastructure reached the end of the tunnel? Can public authorities instead play only a facilitating or a regulatory role? 
  • The argument that the private sector does not find it attractive to invest in urban infrastructure is now stale. What could be the real story behind private capital’s indifference to funding urban infrastructure? 
  • How do European cities manage to fund their infrastructure?

Boosting and upgrading the human capital required by urban development There is an overarching consensus among urban development experts that India needs to massively boost and upgrade her specific skills in the entire urban value chain and effect a quantum jump to bring them to world class standards. Some of the key needs were highlighted in the previous Forum, from skilled construction craftsmen, to urban heritage restoration experts to urban planners. Moving to the next stage, this session will discuss how Euro- Indian co-operation could help set-up a world-class training base in India in those areas of expertise. The following specific projects, which are at the concept stage, would greatly benefit from the insights of the expert panel and contributions from the session participants:
  • Vocational training school for urban crafts 
  • Urban heritage renovation centre 
  • Programme for young sustainable built environment professionals 
  • Academic exchange
It is expected that the deliberations would take these to the implementation stage as concrete Euro-Indian co-operative projects.

Energy efficiency in urban transportation There are a variety of transportation modes in Indian cities. Increasing migration and economic prosperity have led to increased motorisation resulting in road congestion, deterioration of air quality and spiralling energy consumption.
  • How do cities plan for multimodal transport, taking into account rapidly growing needs? 
  • Would focus on automotive design, fuel efficiency and emission standards solve the problem, or more needs to be done? 
  • How could imaginative city planning roads, settlements and access control, lead to greater energy efficiency in urban ransportation? 
  • Does there have to be a trade-off between ownership of private means of transport and use of public transportation?

Energy efficiency in building design and construction The construction industry in India is one of the largest economic activities and is growing at an average rate of 9.5%, compared to the global average of 5%.The built environment in India is responsible for around 25 % of the total energy use in the country and 30% of India’s global greenhouse gas emissions. Without a sustainable approach towards construction of buildings, these numbers are bound to increase by 2020. The concept of energy efficient buildings enables the construction sector to play a leading role in contributing towards environmental sustainability.
  • How do we seek involvement of CEO’s and create awareness at all levels of an organization?

Water supply, sanitation and solid waste The quality and quantity of water have to improve dramatically. The cost of water for the poor is much too expensive. Round the clock availability of drinking water is still a dream in India. Water availability per head has declined dramatically in the last decades.

  • How to muster the massive funding required if not by setting an economic price for water? If so, how to take into account social quity when presently the poor pay for water more than the rich?
