BRIEF ON THE EUROINDIA SUMMIT OF VALLADOLID
AND
THE FOLLOWING EUROPEAN TOUR OF THE OFFICIAL INDIAN SUMMIT MISSION
TO MADRID, BRUSSELS AND PARIS
4-9 October 2009
The EuroIndia Summit of Valladolid on 4-6 October 2009
After two successful EuroIndia fora on Indian soil, the Centre is setting up its first European stage in Valladolid, Spain, for a Summit for top civic leaders of India and Europe, along with their stakeholders, companies, civil society organizations, academic and research institutions, etc., with the objectives:
- To broaden European involvement in a dialogue and co-operation with India at local levels, notably in the areas of Knowledge, Investments, Tourism and urban Excellence (K.I.T.E)
- To get wide exposure to the most progressive Indian/European Cities/Regions/States looking for European/Indian partners.
- To give a unique occasion for more Indian civic leaders to get first-hand exposure to a wide spectrum of European urban best practices, cultures and stakeholders, get wide publicity in Europe and meet the keenest European Cities, Regions, companies and their other stakeholders to engage with India.
- To build up on the constructive Euro-Indian exchange of views and experiences on critical issues relating to urban legacy and heritage conservation that has been initiated by our previous EuroIndia Fora in India and field visits of Indian Cities and States to Europe.
The first EuroIndia Summit will be held in Valladolid (Spain), a member city of the EuroIndia Centre, on 4-6 October 2009, with the following theme:

The European tour of the official Indian Mission 4-9 October 2009
Will participate in the Summit a strong and composite Indian delegation headed by the Secretary in the Ministry of Urban Development of the Government of India, Dr. M. Ramchandran (tbc), comprising of representatives of the Government of India, cities and federate States, companies and other city stakeholders in the K.I.T.E. areas of Knowledge, Investment, Tourism, urban Excellence.
To take advantage of their presence in Europe and maximize benefits for its delegates, a special programme has been prepared that will take them after Valladolid to three European capital cities, namely Madrid, Brussels and Paris.
In these capital cities, the delegation will be invited to meet and interact:
- In Madrid, with the Spain-India Foundation.
- In Brussels, with the European Commission, the European Committee of the Regions and Business Europe.
- In Paris, with the National Agency for Urban Renovation (A.N.R.U.), the Environment and Energy Management Agency (A.D.E.M.E.), the local Chamber of Commerce and Industry and top European urban designers and planners
Besides, delegates will get an opportunity to visit:
- In and around Valladolid, in the region of Castilla y León, heritage sites and urban facilities.
- Around Paris, pilot urban sites under renovation by A.N.R.U. and A.D.E.M.E. (Refer to below briefs).
- In Brussels, the large yearly Open Days gathering of European regions and cities and invited countries, such as Brazil, Russia and China. (Details in the document below)
- In Paris, an introduction to path-breaking international research and development consultation on the “Grand Paris” project. (details in the document below)
Finally a rich cultural programme is planned in Valladolid during the Summit at the behest of Casa de la India, the Indian cultural Centre of Spain based in Valladolid, comprising of:
- Flower offering at Mahatma Gandhi’s statue to commemorate UNESCO International Day of Non-Violence and Gandhi’s birthday.
- Visit of heritage sites in and around Valladolid
- Inauguration of an exhibition on Ahmedabad architectural heritage
- Music concert

Expected benefits for civic delegates to the Summit and Mission
Indian and European civic delegates, be it from the federal, State or municipal level, are central to the Summit and the following Mission, as they are expected to be the main beneficiaries in more ways than one:
1. First-hand familiarization of their respective urban contexts, best-practices, expertise, needs and expectations through formal and informal interaction with their counterparts at the Summit and during the following Mission, through on-site visits in Spain and France and specialized events, such as Open Days 2009 and the Grand Paris exhibition.
2. Exposure to European decentralization mechanisms, new competencies, urban management with the private sector.
3. Better understanding of European approaches on sustainable guidelines in the urban regulatory framework, on how to comply with a national climate plan, energy efficiency codes, green/sustainable certifications.
4. Ideas of city to city cooperation programmes for sustainable urban planning, meeting the need of Indian cities to learn how to draft better Master Plans and 2nd generation City Development Plans.
5. Addressing a basket of short-listed municipalities keen to enter into a "Euro-Indian match”.
6. Identification of urban service providers for Public Private Partnerships to match with Urban Development Agencies’ needs in essential services: water, transport, waste…
7. Experience sharing on the implementation of the French N.U.R.M. and other European equivalents, the concept of urban renewal, achievements and lessons learnt and with A.D.E.M.E. and other European equivalents in sustainable urban development.
8. Promotion of Euro-Indian tie-ups for their K.I.T.E. stakeholders be it companies, academic, NGO’s, etc, by stewarding a diversified city/region/State/ delegation.
9. An opportunity to present to an expert European audience Urban development plans and needs of participating States / Cities in a diverse and gradual way: lectures followed by Q&A, sector-wise workshops, one-to-one meetings and informal interaction, maximizing chances to find a match to assist the said plans and/or address the said needs.
Expected benefits for corporate delegates to the Summit and the Mission
Apart from familiarizing themselves with their respective urban contexts, best practices, expertise, needs and expectations through the Summit discussions, Indian and European corporate delegates having a business stake in urban markets would have several specific occasions to interact with potential civic and corporate clients and interact with their corporate counterparts and potential partners from India, Spain, France, Belgium and Europe, as follows:
- At the Summit per se, on multiple informal occasions provided for in the official programme
- In Valladolid, thanks to the local Chamber of Commerce and Industry (also for non-urban development related business)
- In Brussels, thanks to Business Europe
- In Paris, thanks to the local Chamber of Commerce and Industry
Urban Development specialized companies will be made privy to the urban development plans and needs of participating Indian cities and States, with a chance to assist and address these directly with the decision makers concerned at the highest possible level, on multiple occasions of interaction of diverse formats: site and events visits, lectures followed by Q&A, sector-wise workshops, one-to-one meetings, several occasions for informal interaction throughout the Summit and the Mission, etc.
General business companies, which are part of a City/State delegation, will also be catered to in Valladolid through a special match-making business meet organized by the Valladolid Chamber of Commerce and Industry for the corporate delegation of Valladolid’s Indian partner city, Ahmedabad, after the Summit on the 6th October.
Other participating European and Indian cities and States wanting their corporate stakeholders to benefit from the business meet in Valladolid are also invited by the Valladolid Chamber of Commerce and Industry to take part.
Apart from joining the official Indian Mission, Indian and European companies are therefore invited to sponsor the European tour to derive maximum benefits from the above interaction and the pan-European and Indian visibility of the Summit per se and of the Mission.
