  Dear Member, dear Reader

Urban India 2020: The New Frontier

That was the title of our last April EuroIndia Forum in Goa and Delhi. It also summarizes the main thrust of the Centre, as outlined in its new 3-year strategy "FLY A KITE".

On the 30th of September the next EU-India Summit will be held in Marseilles that will review the EU-India Strategic Partnership.

The time has come to look beyond the federal dimension of our co-operation to the city dimension! It will be hard to find a more symbolic place than Marseilles to seize such an opportunity.

The memory of Marseilles' thriving trade with British India, when the steamer "La Malle des Indes" would end its long journey through the Suez Canal at its harbour, and wealthy maharajas, nawabs and merchants would disembark, some heading straight for Dover and London on the PLM train while others headed for the palace hotels on the French Riviera, is still alive. We at the Centre, believe that this golden era of thriving direct relations between port - cities of India and Europe should be encouraged and revived.

In sharp contrast, the EU-India Partnership Agreement, only indirectly refers to this New Frontier with such a huge pent-up potential. One really wonders how some of its ambitious objectives can be achieved without directly involving Cities and Regions in Europe and Cities and States in India, which hold sway over several of the targeted areas for co-operation:

Such a political framework would prove congenial for multiple co-operative initiatives to flourish, such as the EuroIndia Centre's. Our fora and missions have proved beyond doubt that all public and private stakeholders are keen and ready to engage with one another, largely supported by business that sees it as a prerequisite to unlock a huge market potential.

We believe that such a strategic move would need to be supported by a specific funded EU-India programme that would facilitate city-to-city contacts and co - operation.

To this end, the EuroIndia Centre would be pleased to contribute its hard - earned experience in the field to the European and Indian sides.

  Yours sincerely,

Michel Sabatier
Secretary-General

PS: After the revolting bombing of the Indian Embassy in Kabul, the Centre and its members wish to express their deepest sympathy to the afflicted and innocent victims and their families and to India, her Government and her People.

Inhuman acts like this one serves as a reminder that India is a democracy and as such is targeted, just like any of the other democracies that have taken the risk of sending their best people to help in Afghanistan's revival.

At the EuroIndia Centre, we see democracy as an essential asset that Europeans and Indians share, that justifies our single-minded advocacy for a quick return of the strong Partnership that both have enjoyed for centuries for a better and safer world.
