Dear members and friends,
The International Conference on Building Secure Cities for Economic Prosperity and Growth at Hotel Taj Mahal Palace & Towers, Mumbai on the anniversary of the terrorist attack on 26th November, 2008 (26/11) was a poignant and memorable event. Organised by the Confederation of Indian Industry and the EuroIndia Centre, it focused attention on adopting an Integrated Approach to fighting Terrorism. It was felt that multiple stakeholders must play their roles effectively in case we want to make our Cities truly secure. The Home Department at the federal level and the Home Departments in the States along with their respective Police Forces must undergo a substantive reform process in terms of merit-based police recruitment from all communities with special emphasis on minorities; a National Police Commission overseeing postings, transfers and promotions of police and Para- military personnel; and provision of high quality protective, investigative and counter-terrorism training. The Union Home Secretary, Mr. G.K.Pillai, focused the spotlight on creation of a new crack Counter-Insurgency Force and the development of various Protocols to deal with various specific contingencies.

Besides the Civil Administration and the Police at the Central and State levels, several other stakeholders were identified and their specific roles delineated; The role of Companies was examined in terms of both Corporate Social Responsibility and a city-wide Corporate Security network. The relationship between the Corporate Sector and the City Administration including the Police Commissioner was the focus of considerable discussion.

The Role of Municipal Administration in terms of providing essential services like electricity, water supply and conservancy on the one hand and well-equipped Fire Fighting Services and a General Help line on the other hand were also highlighted.

The role of citizens as Householders with family was also scrutinized. The kinds of protocols which should operate if a school or a hospital is attacked. Issues relating to evacuation of students from a school or handling of indoor and OPD patients along with doctors and para-medical staff at a hospital were examined. Further, the matter of a Traffic Helpline was also discussed.

The need to have a Medical Emergency Plan with an appropriate Security Drill for all Hospitals located in a city was highlighted so that victims of a terrorist attack could be provided high quality, emergent medical care. It was felt that a central Health Helpline with the active support of the Municipal Corporation could play a critical role in mitigation of terrorist attacks.

The presentation of the London Case Study by Mr. Brett Lovegrove, Mr. Richard Bingley and Prof. Christina Schori Liang showed how intimate networking with the Corporate Sector and residents helped mitigate the impact of the London Terrorist Attack.

The Keynote Address of Mr. Wim Elfrink, Executive Vice President of Cisco Systems (1) Pvt Ltd highlighted the importance of connectivity between different stakeholders in a city's security and the role of technology in making our Cities more secure.

The event demonstrated the strong bond between CII and the EuroIndia Centre and the resolve of the people of Mumbai to give a signal of solidarity to one and all.

  • 4-6 October: The EuroIndia City Summit occured succesfully in Valladolid. It was co-organised with the Confederation of     Indian Industry, the City of Valladolid and Casa de la India. A MoU is proposed to be signed with Casa de la India and     the Spain-India Foundation to support the Centre's permanent presence in Spain. German member city Halle (Saale)     offered to organize the 2nd EuroIndia Summit in October 2010. [click here]

  • 7-9 October: A high level civic and corporate delegation headed by Dr P.K. Mohanty, Joint Secretary in the Ministry of     Housing and Urban Poverty Alleviation and jointly stewarded by CII and the Centre visited Madrid and Paris. In Paris, it     was received by the French National Agency of Urban Renewal (A.N.R.U.) and by the Ministry of Energy, Ecology,     Sustainable Development and the Sea (M.E.E.D.D.M).   • 8-10 November: Co-President, Colette Mathur, was invited by the World Economic Forum, to attend the 25th edition of     the India Economic Summit in Delhi. For more details [click here].

  • 19-20 November 2009: Ahmedabad invited flamenco artists from Valladolid to perform fusion music and dance with local     artists on the occasion of the World Heritage Week. For a press review [Click here].

  • 19-21 November: Our Secretary General, Michel Sabatier, was invited by the 2nd World Forum on Culture, Economy     and Media in Avignon (France) to study how the voice of India can be better heard through the Centre. For more details     [click here]

  • 26 November: CII and the Centre commemorated the first year of the terrorist attack on Mumbai with an international     Conference on Building Secure Cities for Economic Prosperity & Growth at the Taj Mahal hotel. It was addressed by     Co-Presidents Colette Mathur and Harjit Singh Anand and by member Narinder Nayar, Chairman of Bombay First, who     organized the testimonial of London.   • 15-17 January 2010: The Centre has been invited to take part in the first Franco-Indian Meet on decentralized
        co-operation in Delhi.

  • 2 February 2010: The Centre has been invited to take part in the Asian World Heritage Cities Conference organized by     member-city Ahmedabad.

  • In line with the global concern for the preserving the environment, it was decided that to launch the EuroIndia Ecologically    Sustainable City Award (ESCA) to be presented to one city and one associated company in India and Europe and to    create an in-house repository of European and Indian excellence in environmentally sustainable urban development.

  • As part of the 2010-11 strategic outlook, it was decided that the Centre would undertake the profiling of all 63 JNNURM     beneficiary cities of India outlining their investment plans and external assistance needs to facilitate our search for a suitable     European partner.

  • The work of fashioning and editing the South Asia section of the "Kindler" (Kindlers Literatur Lexikon), conceived as a     lexicon of the major works, both fiction and nonfiction, of the literatures of the world past and present was entrusted to     EIC Board Member, Prof. Rahul Peter Das of the South Asian Studies department of the Martin Luther University,     Halle-Wittenberg.
