The second EuroIndia Forum, titled 'Urban India 2020: The New Frontier' held in Goa on April 3-5, 2008, focused on exploring the avenues of partnership between Indian cities and European cities in the field of urban development.
Three Indian and three European cities formalized city to city partnerships during the course of the Forum:

- A Memorandum of Understanding (MOU) was signed between the city of Ahmedabad and the city of La Rochelle for cooperation in the area of heritage conservation and energy saving.
- Mrs Dagmar Szabados, Mayor of Halle city in Germany, one of the partner cities in the Forum, offered to host 10-15 management students of Ahmedabad and Indore as interns in companies & institutes for up to six months each. Halle would bear all costs except for transportation to Germany.
- She also announced her intention to host thematic round tables and conferences in the area of city planning and went on to invite the City of Indore to exhibit their expertise in the area of public transport
- Mr Francisco Javier Leon de la Riva, Mayor of the city of Valladolid has proposed through Casa de la India to host an exhibition of the Ahmedabad experience in heritage conservation and Valladolid was invited by Ahmedabad and Indore to do the same on Valladolid experience.
- The city of Valladolid also offered Pune to develop a close co-operation in the automotive sector.
- Both the cities of Ahmedabad & Indore have proposed to host a Forum.
